O'aka is first encountered after getting on the S.S. Liki from Besaid Island. If you talk to him you'll find out that he's wanting to bum some gil off your characters. This might sound bad, but if you loan him some money, later in the game you'll be able to get a pretty good discount off of the merchandise he sells. There are two locations in which you can loan him money, so if you don't have the gil at that point to give him some, don't worry, you can do it again a bit later. The other location you can do this at besides the S.S. Liki is the S.S. Winno. Depending on the amount of Gil you loan him, the price for the items he sells will be a bit different. 101-1000 Gil - Price x 1.5
1001 - 10,000 Gil - Price x 1.2
10,001 Gil + - Price x 0.7
That basically means the normal prices in the shop times a percentage in increase. See how it works? You might not think it's very important to shop with O'aka, but during the game his shops will show up when your characters are in need. Meaning the shops will be in random locations and not just in towns, so it's a bit more convient for you. It's a pretty good investment. He also sells some equipment that the shops don't carry.
